The possibility of a minority cabinet arose shortly after the election when the conservative VVD Party of outgoing Prime Minister Mark Rutte -- which shares many of Wilders' anti-immigration positions -- said it would not join a Wilders-led Cabinet but did not exclude offering it outside support. Wilders, whose party took around 24% of the vote, will need to work with at least two more moderate parties to form a coalition. That is the "logical, right combination," Wilders said, adding that the most important thing was that the parties agreed to talks on how they might cooperate. The scout will meet with the NSC and VVD party leaders later on Wednesday.

Morgan Stanley said it suspects the Federal Reserve has neared the end of its rate-hiking cycle, with a soft landing for the economy in the cards next year. As maturities hit next year, 15-20% of this ratings class is likely to see downgrades to CCC, according to Morgan Stanley. Downgrades will not be limited to junk issuers, Morgan Stanley added. On the leveraged loan front, Morgan Stanley said it expects a return in loan issuance next year for M&A and leveraged buyouts, buoyed in part by anticipated Fed rate cuts.

LONDON, Nov 1 (Reuters) - The UK government has scrapped guarantees on nearly 1 billion pounds ($1.2 billion) of bank loans handed out to ailing businesses during the COVID-19 pandemic, leaving lenders on the hook for some of the borrowings that will not be repaid. The figures could rise further - latest figures show just 17 billion pounds have been fully repaid by borrowers as of June 30. The largest and most controversial, the "Bounce Back Loan" (BBL) scheme, delivered 47 billion pounds and was specially designed to help Britain's smallest firms stay afloat. Following the removal, any financial loss is borne in full by the lender, BBB said. The figures also showed the government had paid out 7.4 billion pounds to lenders under the state guarantees.
